The amount the IMF has outstanding with borrowing countries is a far cry from what it used to be. Over the last decade, loans and facilities with member countries have cascaded downwards from USD 120 bn to below USD 10 bn. They have now started to creep back up. No one has wanted to borrow from the fund due to its track record and harsh conditions.
